Abstract
Organizational ethics refers to the moral principles and standards that guide the behavior of individuals and groups within an organization. This includes norms, values, and practices that establish how employees should behave towards each other, as well as towards customers, suppliers, and the community. Organizational ethics plays a crucial role in shaping organizational culture and influences a company’s reputation, long-term success, and stability.
At the level of public administration, the legislator has regulated the institution of the ethics counselor. According to the Administrative Code of Romania, the ethics counselor is a public servant designated within public institutions to ensure compliance with ethical and professional deontology norms by other public servants. Their role is to support the implementation and observance of ethical principles, provide advice to public servants, and contribute to the prevention and resolution of ethical dilemmas within the institution.
The paper proposes an analysis of this institution in accordance with legal provisions and highlights aspects of interest for the proper implementation of these principles.
